FSC’s medical and legal professionals have successfully dealt with and prevented catastrophic disease outbreaks. 

John Scott, as Deputy Attorney General, led the Texas Attorney General’s successful Ebola response, and later served as Chief Operating Officer of Texas Health and Human Services. 

Dr. Wilfredo Rivera saw similar success against Ebola as the Associate Medical Director of the Emergency Medicine Department at Texas Health Presbyterian Hospital in Dallas. Dr. Rivera is also involved in Presbyterian’s continued planning for COVID-19.

Dr. Markus Forsythe has practiced emergency medicine for over 25 years. An avid mountain and ice climber, Dr. Forsythe also worked with the Himalayan Rescue Association at the Periche Medical Clinic by Mount Everest. Currently, Dr. Forsythe is managing the COVID-19 outbreak in the Pacific Northwest. 

Dr. Fermin Godinez served in the United States Navy stationed with the fleet Marine force during combat operations for Operation Iraqi Freedom, was in residency rotation in New York during 9/11, and was assigned to operations for Hurricane Katrina. Dr. Godinez is managing the COVID-19 virus as it begins to move across Washington state. 

Dr. Forsythe, Dr. Godinez, and Dr. Rivera stay current on the ever-changing landscape of COVID-19 medical guidelines. 

Dr. David Galardi’s deep and detailed knowledge of the health care system included, during the early days of the HIV/AIDS crisis, writing the first managed care coverage policy addressing the use of triple-drug therapy in HIV/AIDS treatment. 

State Sen. Bryan Hughes, in addition to his extensive legal experience, provides a perspective on risk management that only a person who has served as an elected official during a health emergency can contribute. Sen. Hughes currently serves as chair of the Committee on State Affairs and Chair of the Committee on Administration. 

Dennis Taylor has worked with government and higher education institutions to develop policies and operational plans to address various potential emergencies and crises and to provide training on the implementation of those policies and plans, including during the aftermath of 9/11. Dennis served as Vice Chancellor for Administration for the West Virginia Higher Education Policy Commission and Community and Technical College System and as Chief of Staff for the West Virginia Department of Education and the Arts. 

FSC Managing Partner Shannon Conway has spent her career representing insureds on coverage matters, and can advise on the insurance consequences of any given course of action. 

FSC Chief Operating Officer Bill Baugh has extensive experience in crisis management, strategy, and quickly reviving companies facing financial decline. Bill was the President of Global Laboratory Products for Fisher Scientific (now Thermo Fisher, which is producing COVID-19 test kits) and has over 20 years of executive leadership in life sciences.
